The press in the DR is giving some more background:
It was the realtor that had allegedly sold a piece of land to Silsby in Magante who contacted the Catholic Diocese in Puerto Plata asking them to rent out their school, vocational training center and retreat in Cabarete. It was a hotel until 2006. The diocese was reluctant at first, but when the realtor insisted that Silsby&#039;s  organization urgently needed shelter for their Haitian orphans they finally agreed to rent 45 rooms for 6 months, at $7,000 per month.

Now we know that - at that point - Silsby hàd no orphans. She still needed to find them.   

But it gave her the possibility to hand out the pretty flyers with photos convincing the parents in Callebasse (close to Kenscoff) that their kids would be in a beautiful environment, and that they could visit them later on. 
Now imagine what it would cost these poor folks to travel all the way to the north coast of the DR. And who says they would get a visa to enter the DR in the first place?
The likelihood they would ever see their children again was very small.</description>

		<description>Well it looks like Gods plan was to teach these Christians a little lesson in humility.  It doesn&#039;t take a brain surgeon to know that moving children to different countries isn&#039;t as easy as renting out a motel in the Dominican Republic.  I can&#039;t believe that these people never thought what would happen at the border with a bunch of undocumented kids. Do they really think that a US passport and bible give them the right to do whatever they want?  If you ask me they are getting their just desserts if you think you own the world someone will show you otherwise.</description>
